Prof. Ashraf Youssef Ibrahim

Dean Of The College

Many ask about the feasibility of establishing specialized colleges in fisheries, and what are the differences between them and the scientific departments of the Faculties of Agriculture and Science. Given the importance of the topic, I would like to address it explaining the philosophy of its establishment since I was assigned to carry out the tasks of establishing the first college in Egypt and the Middle East in 2010 as the first dean of the College of Fisheries in Suez.

I have done many studies towards defining the faculty philosophy, its scientific trends, and its participation in the economic development of the Egyptian state. Many know that the fisheries sector is considered by some as a craft sector due to its association with fishing activity that will not reach the level of industry in Egypt ... and it was restricted to small and medium fishing boats and remained so until the development of aquaculture and the development of its techniques and the creation of an Egyptian productivity boom that turned the sector into an economic sector of view. Because it contributes to strong income and the volume of investments in it, which reach nearly 75 billion pounds. However, we found that our natural water resources in Egypt, which exceed 13 million acres, in addition to other marine areas identified by the 1982 United Nations Convention on the Law of the Sea, are not being used efficiently.

Accordingly, we found ourselves in front of a large, promising and attractive sector for investment and a generator of job opportunities.

Accordingly, the fisheries sector is not only an economic sector, but a strategic sector for national security and international relations. It is attributed to the great and old battles between major industrialized countries and developing countries over navigation and economic exploitation of the marine resources of coastal countries, whether they are seas or oceans. The major powers wanted to define the territorial sea (territorial waters) for them with the ability of their guns to protect them, which makes developing countries militarily insecure as their capacity will not exceed three miles, and thus depriving them of the economic exploitation of a resource of their important natural resources, especially in fisheries. The United Nations held three conferences called the New York conferences to organize the affairs of the sea, all of which ended in failure until the ambassador of Malta presented a memorandum to the United Nations warning against the attack of the major powers on marine resources, whether living or inanimate, depriving developing countries of them, and declaring fear of the rocks on the seabed and requesting their protection. As a common heritage of humanity. The matter that ended with the establishment of the World Maritime Organization, which issued the United Nations Convention on the Law of the Sea in 1982, in which the territorial waters were determined 12 nautical miles from the baseline, and the exclusive economic zone, which is 200 miles away, was determined and that the coastal states have the right to economic exploitation without other marine resources. By water, bottom or air. This is considered a great victory for developing countries that they need to preserve.

Since 1982, those responsible for the fisheries have not paid any attention to these gains. Rather, they have restricted fishing in the territorial waters and left weapons open to the fleets of other countries to violate our waters in the economic zone and steal their wealth.

Hence the philosophy of the work of the Faculty of Fish Resources on the basis of imposing Egyptian economic sovereignty over the exclusive economic zone in the Mediterranean and Red Bahrain along with the security control carried out by the naval forces in order to increase the Egyptian naval power, which includes the maritime transport fleet - the marine fishing fleet - the petroleum and gas activities Natural - Industrial Activities - Aquaculture activities with this to protect your property. How happy I was when the political leadership adopted this concept and started making agreements with countries to demarcate borders. This resulted in much good for the state, and there is still much that can be added to the Egyptian citizen.

Egypt is not classified as having a marine fishing fleet, and this is not appropriate for a country that has 2,500 km of coastline on Bahrain, one of the most important sea lanes in the world. That is why it was imperative that we take into account all of the above in preparing a graduate who is able to sail a certified fishing vessel to the exclusive economic zone and discover economic fish populations, catch, trade and manufacture them in healthy ways and prepare them for marketing, whether locally or internationally. As well as the application of modern marine culture techniques and marine culture systems to provide food, energy and marine products, from which medicinal and medicinal materials are extracted.

The College of Aquaculture and Marine Fisheries - El Arish University is considered the second link in the development of higher marine / fish education in Egypt, due to its long-standing specialization and the availability of an infrastructure that is not found in any of the other university institutions. Where the Department of Fisheries and Aquatic Biology was developed in the Faculty of Agricultural and Environmental Sciences, which was established in 1986 and has presented more than 100 scientific dissertations in various disciplines of fish wealth with its various wings, whether biological and fisheries studies of the Mediterranean Sea and Lake Bardawil. As well as studies, research and scientific dissertations in the fields of marine aquaculture, desert farming, fish feed manufacture, and others.
